FORUMS
ACBA hosts
quarterly community forums that provide a presentation on an
important topic to Affton area residents and give residents an
opportunity to talk with local organizations and government representatives.
The agenda for the forums is typically a
short ACBA update, presentation on an important topic and social
hour where residents can enjoy refreshments as you mingle with
neighbors, local organization representatives and St. Louis
County representatives.
PAST FORUMS
April
2008: Bayless Student Success
The ACBA and the Bayless Parent Organization,
B.E.S.T. co-sponsored this forum on Continuing to Build Student
Success at Bayless. At this forum, guests met Bayless Students,
current and incoming Board members and Bayless teachers and
staff. The forum presented information about the
challenges facing our students and schools and presented guests
with information about free community services.
December
2007: Missouri Property Tax System
State Representatives from
the Affton/Bayless districts including Mike Vogt presented on what
is coming up in the 2008 legislative session that is
pertinent to Affton/Bayless residents.
August
2007: Missouri Property Tax System
The
presentation focused on the state taxing system – how property
values are figured, how taxes are determined, where the property
tax revenue goes, how the policy is determined, why it goes up
and what can be expected in the future.
Steve
Gardner, Director of the Public Finance Initiative at UM-St.
Louis provided a presentation and was available for questions
along with the St. Louis County Assessor, Director of Revenue
and Manager of Assessment Systems. To view Gardner’s

May
2007: St. Louis County
Re-Occupancy Permit Program Expands to Owner-Occupied Homes
St.
Louis County’s Re-Occupancy Permit Program is a home
inspection program that will be in effect for all rental and
owner occupied housing in unincorporated St. Louis County as of
July 1, 2007. The program is similar to what most other areas of
St. Louis have in place already to protect housing values. St.
Louis County Public Works employees provided residents with an
explanation of the purpose of the program, how it will work and
they were available to answer questions. Read a press

February 2007: Missouri Education Financing Policy
The presentation
focused on the inequities of the state funding formula that is
being phased in over the next seven years.
A few of the points are:

State
funding is based on weighted average daily attendance which
never equals 100% although teachers, desks and supplies are
needed for 100% of students.
-
The
State sets an adequacy target of $6,117 per student which
was derived from three-year old data and is utilized in
figuring how much state funding a district receives.

MO
School districts spend an average of $2,104 above the $6,117
per student suggesting that it costs more than the state
figures to educate a child.
-
Affton
School District receives 91% of its funding from local
sources, an unfair burden.

November
2006: ACBA Strategic Plan
ACBA rolled out its newly completed strategic plan. The
plan, completed in October 2006, was made possible by a
partnership with the University of Missouri – St. Louis, the Affton
Community Partnership. Over 25 area stakeholders
participated in the process which determined that ACBA should
focus its efforts on strengthening the Housing and Public
Education in the Affton/Bayless area as well as strengthening
the organization itself so it could better serve the Affton
